Understanding 85% State Quota
What is State Quota?
85% of seats in government medical colleges of each state are filled by the respective state government for students with that state's domicile. This is separate from the 15% AIQ managed by MCC.
Who can apply?
Students with valid domicile/nativity of that state can apply. Rules vary by state some need 3 years of residence, others require birth in that state. Check each state's specific rules.
Reservation within State Quota
State quota seats have state-specific reservations for OBC, SC, ST, EWS in addition to horizontal PwD reservation. Category percentages may differ from national norms.
Separate Timeline
State counselling runs parallel to MCC counselling with a different registration, choice filling, and allotment schedule. You MUST register on both portals separately.

FAQs State Quota Counselling
No you can apply to both simultaneously. MCC AIQ and your state's counselling run as separate processes on different portals. Register on both mcc.nic.in and your state's portal. You can participate in both, but you can ultimately confirm only one seat. If you accept a seat in AIQ and join the college, you exit state counselling automatically.
Typically you need: (1) Domicile/Nativity Certificate from Tehsildar/SDM, (2) School Leaving Certificate or Transfer Certificate showing study in that state, (3) Land records or property documents showing family's permanent residence, and sometimes (4) Ration Card. Exact requirements vary check the specific state's counselling prospectus.
You cannot apply for state quota seats in other states without that state's domicile. However, you can still apply through AIQ for colleges in any state. If you study for 11th-12th in a different state, you may develop domicile eligibility there over time. Strategic schooling is something some families consider for medical admission planning.
State counselling typically starts in July-August after NEET results are announced (usually June). Most states complete Round 1 by August-September and finish their mop-up/stray vacancy rounds by October-November. Exact dates differ state-to-state and vary annually. Always check your state's official counselling authority website for confirmed schedules.
This is a critical scenario. If you joined a state quota college and later receive AIQ allotment in a better college, you CANNOT switch unless you formally resign from the state seat (which may incur a penalty and forfeiture of fees). You must carefully plan your participation across both systems. Many students participate in MCC rounds first (since they run earlier) and only join state quota if MCC yields no satisfactory result.
